How do you get the front tire to swivel ?

You don’t. This is a fixed-wheel pushchair designed for comfortable jogging - and the best joggers stability and ride comfort-wise are those with a non-swivel front wheel. This is not meant to be a daily stroller - it’s a dedicated jogging stroller with no swivel wheels.
